The CMJ University (Meghalaya)
The CMJ University has come into existence by virtue of a special Act of Meghalaya State Assembly sponsored by the CMJ Foundation of Higher Education & Research Society striving to bring this small town on the national educational map. With the humble beginning in the 2009 by the establishment of CMJ UNIVERSITY, the society continues to map rapid strives in the field of higher & technical education. At present university is offering courses in diverse fields like Dental Science, Management, Pharmacy, Engineering Education, Hotel Management etc.
In response to the concerned expressed by the Hon’ble Prime Minister regarding the urgent need to create a second wave of institution building of Excellence, the CMJ foundation has taken the initiative to establish a world class, multi-faculty teaching & research university with students from across India and around the world at Shillong in Meghalaya. The university will nurture generations of global leaders who will make significant contributions to society through their chosen disciplines. It will integrate teaching, learning, and research into a holistic learning environment that encourages leading scholarship.
The University aims to boldly energies the intellectual life of India, build principled leaders to take the nation forward, and inspire a cascade of change that challenges the current education system to improve and also provide Indian Scholars the resources to represent India as major contributors to global thought, and thus bridge the international quality gap in education that is essential to assuring India’s lead in becoming a major player in the tomorrow’s world.
It also provides an academic environment that is more attractive to an internationally diversified student body-promoting Indian Institutions as globally competitive options for higher learning. The university is also committed to a vision of nurturing talent into all-round excellence, producing not just technocrats or professionals, but the genuine visionaries. CMJ University is established by a State Act (No.4 of 2009) under Section 2(F) of the UGC Act 1956. It has started functioning from the current Academic Session (2009-10) from premise at Laitumukhra, Shillong, Meghalaya with adequate and well developed state-of-the-art infrastructure facilities i.e. Lecture Halls; Seminar & Conference Rooms; Laboratories & Workshops; Library & Computer Centre.
The permanent campus of the University is being developed with an estimated investment of more than 200 crores, supported by thriving ecosystem of knowledge in breathtaking picturesque natural surroundings at Sumer, 30 kms from Shillong, the State capital Headquarter of Meghalaya. The campus will be developed in a phased manner to nurture a vibrant University Campus with a population of more than 500 people. The township will give rise to schools, recreational facilities, residential areas, commercial activities, park & cultural institutions.

Please note that State Universities are competent to award degrees as specified by UGC under Section 22 of the UGC Act with the approval of the statutory councils, wherever required through their main campus. Wherever the approval of the statutory council is not a pre-requisite to start a programme, the Universities are required to maintain the minimum standards regarding academic and physical infrastructure as laid down by the concerned statutory council. SO AICTE approval is not mandatory for a University Moreover under the AICTE Act and its subsequent Regulations, Universities established under a State or Central Act in accordance with Section 2 (f) and 3 of the UGC Act, 1956, do not require AICTE approval. However, the
Universities are only required to maintain AICTE norms and standards and require no prior approval of AICTE for starting Technical & Professional course.
“It is not mandatory for a University, Created under an Act, to seek & secure prior approval of the AICTE to start a department for imparting a course or program in technical education or technical institution as an adjunct to the University itself to conduct technical courses of its choice & selection. The Bench also said that the definition of Technical Institution excludes from its purview a University, and when by definition a University is excluded from a technical institution, to interpret that such a clause or such an expression, wherever the expression technical institution occurs, will include a University will be reading into the Act what is not provided therein”. CMJ University is following all the norms and standards of AICTE.
